Health, Safety, and Environmental Manager

Dallas, TX or Carlsbad, NM area

Summary:
This position will support pipeline and facility operations, support construction projects and drive a process safety culture for the company’s Carlsbad, NM assets. This person is involved with job planning and work permitting and provides a field presence while work is performed to ensure employee, process, and construction safety compliance. The individual may live in Dallas or Carlsbad areas.  Significant travel to Carlsbad, NM will be required.

Essential Duties and Responsibilities:
To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily.  The essential job duties for this position are listed below:

  • Drive process safety and employee safety culture by frequent interaction with operations, tech services, and engineering services leadership to encourage and support frequent messaging and prioritization of safety issues

  • Support Operations and Engineering groups with permitting new assets and maintaining compliance with existing assets

  • Work with front line to reinforce principles such as identifying and addressing normalization of deviation, striving to have a preoccupation with failure, and always maintaining a sense of vulnerability

  • Support Operations Supervisors, Operations Managers, Project Managers, Operations Technicians, and coordinates with other functional groups

  • Support development and review of operations and construction Work Plans

  • Participate in review of jobs involving hot work, lock out-tag out, purge and pack, confined space, crane lifts, fall protection or simultaneous operations or other non-routine tasks

  • Support construction activities on pipelines and at facilities to ensure EHS compliance by employees and contractors

  • Create and distribute area safety communications/alerts. Assist in companywide EHS communications & training

  • Monitor and ensure pipeline Operator Qualifications are met by employees and contractors performing work on pipeline systems

  • Assist in the development and implementation of company EHS programs and guidelines

  • Participate in incident investigations as a facilitator, lead and ensures appropriate follow up on area hazard/near miss reporting

  • Perform Life Critical training. (e.g., work permitting, job planning, hot work, confined space, management of change, lockout/tag out, excavation and trenching and gas detection

  • Participate in PHA (Process Hazard Analysis), HSR (Hazard Screen Review) and MOC (Management of Change) process to help identify and mitigate potential safety hazards

  • Participate in area/construction leadership and project team meetings

  • Provide emergency response support

  • Coordinate and takes part in assurance audits. Supplies operating area safety metric data to area leadership

  • Provide guidance and expertise relating to employees, pipeline, process, and construction safety

  • Determine applicable OSHA regulatory requirements and communicates potential impacts to operations and construction

  • Coordinate Industrial Hygiene and sampling in conjunction with operations and company/contractor Industrial Hygienist

  • Prepare safety and environmental related reports and documentation in an accurate and timely manner

Required Education:

  • Bachelor’s degree or certification in Health and Safety, Environmental Science, Safety, Engineering or other technical EHS field is preferred

  • A combination of education, experience and training may be substituted for these requirements

  • Safety Certification is preferred [i.e.: Certified Industrial Hygienist (CIH), Associate Safety Professional (ASP), Certified Safety Professional (CSP), National Safety Council (NSC) or similar equivalent recognized Occupational Safety & Health Certification(s)]

Required Experience:

  • A minimum of 5 years of safety experience in industry is required; preferably in the natural gas industry

  • Experience/Knowledge in the following areas is required: PSM Facilities, DOT/PHMSA, OSHA, Railroad Commission of Texas, TCEQ, NMED, EPA

Required Qualifications:

  • Valid driver’s license with demonstrated safe driving record

  • Demonstrate experience supporting operations and project groups.

  • Demonstrate excellent verbal and written communication skills 

  • The role will require public speaking and significant report writing

  • Strong computer skills (Microsoft Office Suite) and ability to quickly learn new software programs, Proficient in Microsoft Word, and Excel

  • Able to perform new facility walkthroughs and inspections and determine conformance with industry, company, and regulatory standards

  • Must be a team player as well as a goal-oriented individual who functions with the highest level of integrity and professionalism

  • Working knowledge of EHS Management Systems and safety metrics (occupational and process safety)

  • Working knowledge of Environmental & OSHA regulations, Process Safety Management, behavior-based safety, and industry best practices

  • The candidate will need excellent planning, organizational, training, teamwork, and presentation skills

  • Ability to travel and support assets within an assigned geographic region.  Extensive travel will be required

Working Conditions and Requirements:

  • Works both indoors and outdoors in and around industrial and electrical equipment with temperature extremes due to weather conditions and operating equipment.
